The Spanish fifth presidency of the Council of the European Union will begin on July 1, 2023; a moment in which the country assumes the leadership in one of the most relevant institutions of the European legislative process and in which, in addition to bringing European issues closer to citizens, it can introduce different priorities of national interest on the agenda, calling Council meetings in different regions and cities, increasing pedagogy on European issues. The current moment presents different challenges, from the recovery from the pandemic to the effects of Russia's aggression on Ukraine, but the calling of legislative elections for July 23 of this year can erode the political leadership during the semester and postpone the debate on the major issues that affect the Union, such as the foreseeable reform of the Treaties, which should take place prior to the enlargement towards the Balkans.
