Abstract

The Water Framework Directive focuses on co-responsibility and adaptive management for the integration of Hydrological Planning-Public Participation in River Basins. We start from the analysis of allegations in ‘Knowledge and Governance’ to the Júcar Hydrological Plan, 2015-2021 cycle. We have identified the potential of Blockchain meta-values in Active Participation linked to the prioritized case of planned ecological flows monitoring. A panel of experts has qualitatively analyzed our proof of concept based on ETHEREUM (Virtual Machine and Smart Contracts), opening a key discussion on the challenges and constraints envisioned for the adoption of Blockchain in the Spanish Public Hydraulic Administration.
