Resumen

Nowadays almost all the expert opinion agrees that the cities -and the way of life that they carry- are the best solution to continue housing a growing world population. We know that the compactness of each city is directly proportional to the quality of its infrastructure and services , therefore tall buildings are a hardly unavoidable result. From this point of view, the city and the high-rise building construction will no longer be opposition related elements to become bound by complementary elements. Any city that claims to be dense and compact enough to cope with the figures that shed demographic studies need to have a good proportion of tall buildings within its fabric.At the same time, the intensity of use of any high-rise building construction will depend on a variety of energy and circulatory flows that only a dense and compact city can guarantee. lf high-rise construction and the compact city are the elements that dominate this scenario,the low sections of the high-rise buildings will be the space where they come into contact, the place where conflicts and interests will enter into a covenant. From this perspective, the title of this thesis becomes the action plan. But where do the low sections of the high-rise buildings begin and end? We will rehearse a description of this elusive space, so difficult to define, linked to customs, programs and ever-changing users. We will position ourselves at the intersection, a moment before the building lands. In this confusing world where public and private rearranges itself, where the plane of the city rises to encounter the building as it comes down. We will witness the evolution of high-rise construction and cities. Define the limits of this space and its scope will grant us new arguments to participate in the negotiations that will determine the contemporary environment.
