Abstract

The Navy’s construction works are affected by a great confluence of regulations that are sometimes difficult to reconcile. Its application is conditioned not only by the fragmentary system of some regulations partial development, but also by the lack of definition of some of them of more general scope. To this are added the usual defects in documentary development, typical of the sector of building works safety and health. The peculiarity of the establishment itself, of its staff and the existence of specific control bodies, which in the private initiative do not exist, and although they improve the effectiveness of the preventive activity, make necessary a global vision of the normative set that serves as a guideline and allows clearly interpret the conflicts that currently exist. As an objective, a management model is proposed that unifies and specifies all the document management before the start of the work, the delimitation of functions of the different intervening agents and their suitability, as well as the necessary coexistence of the activity of the work itself with the Unit where it is develop. With all this, we seek to improve the safety and health studies documentary content, optimize the current procedures effectiveness and suitability of the competent technicians acting, which makes in a global proposal for the entire process.
