Zusammenfassung

A comienzos del año 2.009 existían tan solo unos 1.500 megavatios eólicos instalados en el mar (en adelante offshore) y, aunque la primera instalación de este tipo data del año 1.990, la mayor parte de éstas no han sido más que proyectos experimentales. Lo anterior confirma lo incipiente del aprovechamiento de la energía del viento en el mar, en un momento en el que por fin parece haberse producido el boom en este campo. A la cabeza del actual desarrollo están países como Reino Unido, Dinamarca, Holanda, Suecia y Alemania, seguidos de lejos por un numeroso grupo, dentro del cual puede considerarse ncuadrado España. e La situación presente mencionada y, en general, los compromisos adquiridos con el fin de reducir las emisiones de gases de efecto invernadero permiten aventurar un prometedor futuro para las instalaciones eólicas offshore. No obstante, no se ha llegado a establecer ún una estrategia de implantación y gestión definida para este tipo de proyectos. a Con este motivo surge el presente trabajo de investigación, que consiste en la elaboración de una metodología que permita la optimización del proceso global de las operaciones conducentes a la implantación de instalaciones eólicas offshore, estableciendo de este modo las bases conceptuales para el posterior desarrollo de herramientas de gestión de ste tipo de instalaciones dentro de un marco de desarrollo sostenible. e Parte este trabajo de la exposición y análisis del estado del arte acerca de la disponibilidad y aprovechamiento de la energía eólica en general y de la offshore en particular, para continuar con la elaboración, en dos fases, de la metodología anteriormente mencionada. La primera fase consiste en la identificación de los diferentes factores que se han de tener en cuenta durante el desarrollo de un proyecto de este tipo, y que son: el territorio, el terreno, las propiedades físico químicas de la atmósfera y el océano, el viento, el oleaje, las corrientes, el nivel del mar, la geodinámica interna y externa, la biocenosis, el marco regulatorio, las actividades humanas, los aerogeneradores, las torres meteorológicas, la onexión eléctrica, las cimentaciones de los componentes de la instalación, la logística y la III c rentabilidad económica. Asimismo, corresponde a esta primera fase la determinación de la posible influencia y del grado de incidencia de cada uno de dichos factores en el diseño de la instalación. La segunda fase consiste en la propia elaboración de la metodología a partir e las bases expuestas en la fase previa. d La metodología propuesta en este documento permite, según se puede considerar comprobado en este trabajo, la planificación y el diseño de proyectos eólicos offshore siguiendo una línea de gestión integral, de manera que no sólo se consideren los aspectos técnicos y de rentabilidad económica y gestión de la instalación, sino también su ompatibilidad con el medio ambiente. c Los resultados obtenidos señalan, entre otros aspectos, la importancia de todo tipo de apoyos públicos en estos proyectos, la necesidad de adoptar una política de gestión integral en la que se tengan en cuenta de una manera global todos los factores que influyan de alguna manera en el proyecto y la incidencia que éstos pueden tener no sólo en la rentabilidad económica de la instalación sino también en el medioambiente. Además, se ha podido verificar que la elevada confidencialidad en el manejo de la información asociada a los proyectos existentes no consigue sino retrasar y poner trabas al aprendizaje y a los avances del conocimiento en este campo. IV Abstract At the beginning of 2009, there were only 1500 wind megawatts installed in the sea. Although the first offshore wind farm experiment took place in 1990, the facilities built up to now have mainly been pilot projects. The previous statements confirm the incipient of offshore wind power. At this moment, the boom of offshore wind energy finally seems to have happened. At the top of current offshore wind energy development are the United Kingdom, Denmark, Holland, Sweden, and Germany; those countries are followed at a istance by others, like Spain. dThe current offshore wind power situation before mentioned and the general commitments made to reduce the emission of greenhouses gases lead to predict a promising future for offshore wind power. Nevertheless, a defined strategy of mplantation and management has still not been established for this type of projects. i The previous assertion is the original cause of this scientific research work, which consists of the elaboration of a methodology that enables the optimization of the global process of the operations leading to the implantation of offshore wind facilities, thus laying down sufficient and contrasted theoretical bases for the later development of some management ools of offshore wind technology inside a frame of sustainable development. t This research begins with the exhibition and analysis of the state of the art of the wind power in general and especially of offshore wind power. It continues with the establishment of a methodology for the implantation of offshore wind farms. This methodology is divided in two phases. The first consists of the identification of the different factors to be considered in the development of an offshore wind project: the territory, the terrain, the physical?chemical properties of the contact area between the atmosphere and the ocean, the wind, the waves, the currents, the sea level, the external geodynamics, the internal geodynamics, the biokenosis, the legislative and financial framework, human activities, the wind turbines, the met masts, the electrical connection, the foundations of the different components of the facility, the logistics and the financial profitability of the project. This first phase also includes the determination of the possible nfluence and the degree of the impact of each one of the above mentioned factors in the V i design of the offshore wind facility. The second phase consists of the elaboration of the ethodology from the results of the first phase. m It has been verified in this document that the proposed methodology allows the planning of offshore wind projects according to an integral management policy, enabling not only technical and financial feasibility of the offshore wind project to be achieved, but also espect for the environment. r The results of this research indicate, among other aspects, the significance of all kinds of public support in these projects, and the necessity of following an integral management policy taking into account all the factors in a global way because this has a high influence not only on the financial profitability of the facility, but also on the compatibility with the environment. In addition to this, the high confidentiality regarding the use of information of offshore wind farm projects makes learning and advancing the knowledge in this field low. s
